This is more of a moral decision than anything else. I know some children under 11 whose parents let them play Grand Theft Auto 5 (GTA-5), and also some children over 11 whose parents don't let them play it.
It mainly depends on what the child's parents want to allow their child to be exposed to. The GTA franchise has some aspects that are very adult in nature, and so some parents are uncomfortable with their children playing that game.
If you feel that your parents should let you play the game, try to sit down with them and have a discussion about it. Don't cry, or throw a fit, or yell, just sit down and explain what you think and feel and try to explain to them why you feel that you are old enough to play the game. Most parents will appreciate an open discussion, and since you will be handling the subject maturely, they are more likely to listen to your side of the story.

I'd say no, not just because of the violence and what not in the game. There's a lot of crude humor in the game that is just a little too much for an 11 year old (i.e. you can use a giant floppy dildo as a melee weapon). And I'm sure there will be a more than generous amount of profanity.
No, definitely not. With a 15 or 16 year old it might be different because they are older, more mature, responsible, but an 11 year old should not play it. There is blood, violence, murder, strip clubs, torture scenes, cursing. It is all the parents choice though. If they are used to those depictions in games then it is probably okay but still wrong. I'm 15 and I would love to say any child should be able to experience a game that is so fun like that, but 11 is to young.
Let me rephrase that: "should my eleven year old be allowed?" Only the parent or guardian can answer that. Certainly, there is mature content. But, the decision of "can" or "should" are up to the parent. It is not for anyone else to tell any parent what he can't do regarding his child that is not addressed by legitimate law.
