That is entirely subject to where you are and what your culture is; the 11-yr-olds where I live often wear mini shorts, but I know a lot of girls who don't because of their religion or what their parents are comfortable letting them wear.
If parents or religion or school dress codes won't let you wear mini shorts, you're not missing much -- there are a lot of REALLY cute tight capris out there! Rock the capris and dare to be stylish and different! And don't worry -- you'll only get older...and the times, they are a' changin.
