With a few exceptions, our civilization has abandoned the idea of arranged marriages long ago. Nobody should force anyone to marry someone that he/she doesn't WANT to marry.
So, to answer your question:
A black person and a white person should not be required to marry.
However, if a black person and a white person want to marry, that's entirely the decision of the two of them.

Yes, people of any race or ethnicity have the right to marry whomever they choose. Love and compatibility are more important than skin color. Society should support and celebrate interracial marriages.
