No. Unless a child has a severe case of Bipolar disorder or schizophrenia, he/she should not touch it. A child should go natural first before trying drugs, at such a tender age, it is hard to tell how this will effect their brains and bodies in the long term. Try Chiropractic first, they have a lot to do with balancing the body and mind in a natural way. Drugs should always be a last resort for children.
Seroquel is a very powerful medication. Most adults can feel the effect in small doses of 25 mg or less. If Seroquel is prescribed to a child in daily doses, it would be best to get a second opinion.
