Yes. People should get punished because they are very sensitive and need care and if we can't hurt people, we can't hurt animals. That is not right. So yes they should get punished for animal cruelty. They need care and it is your responsibility to take care of them and treat them right.
In my opinion, yes. Responsible dog owners ensure that their dogs are under control & supervised at all times. If they neglect to do this, and their dog injures a person or animal, then the owner should be liable.
