A male dog may well be sexually mature by this age, though some breeds take 15 to 18 months. A female dog can become pregnant as soon as she has her first oestrus, but it's a bad idea to let her have a litter until she is over a year old and has completed the first oestrus. She may not be fully grown and may not have room for the pups, which can be very dangerous.

Theoretically, yes, a female dog is physically capable of conceiving puppies at 7 months of age, provided she has started cycling. However, this is a very bad idea - the female is not physically mature and is still growing, so trying to finish growing herself while also nurturing fetal puppies is a massive nutrition problem. Also, you don't know what physical traits and personality your dog is going to have - she may have unnoticed genetic problems that you don't want to breed.

Yes. Many female dogs have their first heat as early as 6 months of age. While they are sexually receptive, they can get pregnant. It is the equivalent of a 12-or-13-year-old girl becoming pregnant. You might consider having your dog spayed after her puppies are 8 weeks old and she is no longer nursing them. Alternatively, you may wish to keep her away from intact males when she is in heat if you don't want another litter.

Dogs of this age shouldn't be bred. There is 7 years to every human year. It isn't unheard of for a 10 year old dog to get prenant by mistake, but breed the dog on purpose shouldn't be done.
