No. There's really no reason a student should ever be distracted from what's going on in class.
Some teachers might choose to allow them at certain points... for instance, when the class is supposed to be working independently on something... but even they may be too distracting for some students, and it's very difficult to say "John, you may not use your iPod, but Mary is allowed to."
The crucial thing students need to understand is that they are not going to school to be entertained or do whatever they want, they are going to school to learn.
