In general, yes. Step parents walk a thin line in managing someone else's children in their household. However, children are adaptable, and the absent parent should allow differences--the kids can sort it out. The wife and husband should be able to set the rules in their household and the husband should carry the load of managing the ex-wife without blaming the current Mrs. However, meals and bedtimes should generally be as agreed and any Dr visits/accidents should immediately be reported to the absent parent.

They shouldn't be allowed to. I think that when they are in fifth grade, they can have a discussion about bedtimes with their parents. Maybe base their bedtimes off of friends bedtimes. And definitely let them have a later bedtime than younger siblings. Just by half an hour or something though. A good bedtime for fifth graders is around 9:00-9:30 on school nights. They could watch tv, play on the computer, read, draw, or just lay in bed before their bedtime so that they are relaxed before they fall asleep.
