Actually he should get some more difficult material to study instead of having to sit there like an idiot while the stupid kids learn the material. This no child gets left behind stupidity means no child goes ahead. Unchallenged kids fidget while they sit there bored as mainstreamed idiots get attention.

It is illegal to "Pick on" any kid. But it is allowed and required to hold all the children to the same standard and require the same level of behaviour. This can make it seem like he is being unfair to the kid with ADHD. But what he is trying to do is teach the kid to behave like the other kids.
