children should learn things like problem solving skills and develop their thinking to the extend they - on their own- learn what is respectable and why they should have manners. ok that was probably silly ;) but the truth is the whole environment the child is in matters, home, school outside etc. leave the intelligence building (this will benefit them in the long run) for school and the manners for home etc and they will still pick up both, if its the parents wish

Manners are taught and not a nationality. They are learned or not learned in the family and by cultural norms. When visiting a country a tourist is not part of that culture, but they can respect the required manners that are part of that culture. They can follow the manners while there.

I do not know about any historical written account on good manners but they should exist. we use to follow what our parents, relatives, teachers and friends have taught us. But I remember specific EU schools well known for teaching best behaviour manners. All were belonging to the Order of Ursulines, where you were taught how to peel an orange without the touch of your fingers, but only the use of a knife and fork.
