For example, it is legal at the state level California, but illegal at the federal level in the United States.
It is illegal laws have been enacted to make it so. Laws are enacted by officials that we elect. If you would like to see a law changed, work on the campaign of someone who agrees with you and vote for that person on election day.

∙ 13y agoMarijuana was criminalized in the US in the 1920s, and it was legal before then. Today, there is a mix of laws about the plant, some making it legal in some ways, some laws ratcheting up its illegality. States and counties differ; the US Federal position is different from the position in many states.
If the plant were to be legalized, it would produce huge tax incomes to tax collection agencies, in the same way that tobacco and alcohol generate tax revenues. Slowly, medical marijuana is becoming legal and controlled, based on its medical benefits. A prescription is still required to obtain and use the plant in these situations.
