It depends of course on whether they need it or not and if they are responsible enough to not lose it. But there is nothing wrong with it and I know several 13 year olds who have phones and they are very responsible. One of them has lost their phone, but that happens to everyone and you shouldn't be extra harsh on them just because they are young.
My opinion is if they really want one and they are responsible enough to keep up with it (and not using it inappropriately) then it is OK.
It depends on how old the child is. Children from ages 1-5 don't even have the capability to know how to use a cell phone, and children 5-10 should not even have a mobile phone, because they are still very young, and would panic in pretty much any emergency situation.
Children ages 11-12 should use mobile phones, but only to contact family members and close relatives, and to use in emergency situations only.
Children ages 13 and older should use mobile phones whenever, because they are old enough to not always have the parent watching when they are away at school, and stuff like that. The children should use mobile phones to be in contact with everybody, including friends and family.
But they do say using cellphones for 10+ years can be bad? So if they start younger I guess.
It depends on age. A young kid shouldn't have a phone because children under 10 are a little too young to walk around with smartphones. Older kids should not be banned from phones because if they were, it would make them feel like they have no rights.
The ONLY useful function - is that they can contact someone on emergency. Other than that - they're simply a distraction, robbing the child of the capacity to communicate in legible sentences without using 'txt spk' (text speak). Many children are 'addicted' to their mobile - and would rather use it than pay attention in the classroom.

No - if they (or their parents) can afford to buy a mobile phone - they can afford the running costs ! A 'free' call policy doesn't exist. Every 'free' call would have to be paid for - by the rest of the networks customers ! Why should other mobile phone users pay for such a system.
