In my opinion - no. Kids are supposed to go to school to learn. Too many children leave school with no qualifications - then have to either take a menial job, or live on welfare for the rest of their lives. Sadly - trying to convince kids they can do without their mobile for a few hours a day, usually falls on deaf ears !
