Depends on the laws of your state. In Virginia, open carry is legal- with or without a permit. In other states, a weapon may not be visible. You did not say what place.
No. North Carolina law expressly lists any educational property as a restricted place to carry a firearm. So, not only can you not carry on the campus, but you cannot carry on any property owned by any educational institution, such as stadiums, hospitals, etc.

It depends on what you mean. Most states (although I'm not familiar with every state's laws) have no "levels". You get a permit and you can carry a handgun. Some states allow concealed carry, some allow open carry, some allow either. Having said that, however, a few states, I believe New York is one of them, issue permits that can be either for carrying a handgun, or a permit that is good only to transport it from one place to another in your vehicle. However, I believe only one or two states do that.
