In a perfect world parents would suggest their teens get BC before they become sexually active. Because of religious factors and family mores some kids feel they can't go to their parents for this support.
I believe if a teen is going to have sex they should be entitled to prevent pregnancy, this is responsible behavior. Because lack of BC doesn't stop most people from having sex, teens or otherwise.
