Well yes if they want to have a child early it is up to them But they have to be willing to do their duties. Babies are hard work. I had a baby at 14 and it was very hard for me and still is (Her name's Isabella and she is 1 and 3 months now) i would never regret it though.
My word to them would be think before you have a baby because they can be really hard work definatly when Teething D:
