No. Repealing the Third Amendment would do nothing to "clean up" the Constitution because Amendments are never eliminatedfrom the document, only appended to it. All ratified amendments remain in the Constitution forever, even if they are later modified by another amendment, such as when the 21st Amendment repealed Prohibition, which was ratified in the 18th Amendment.
While the Third Amendment appears to have little practical application in the 21st century, we have no way of knowing whether the protection will be applicable in the future. Either way, it's always a bad idea to voluntarily give up a right or protection.
