The dog doesn't need to be on a leash at home. He/she could get tangled in it and choke it self while you are not watching. A caged off area or a crate would be much better for them while home alone.

You should call animal control in your town and file a complaint. I would then sue the owner of the German Shepherd IF your dog was on a leash, the German Shepherd was NOT on a leash and IF your dog was not on the German Shepherd's property.I'm sorry for your loss, that is terrible :(
You're dog must wear a leash unless the place says otherwise. These same rules do not apply for service dogs. I think that is what you mean. Dog leash rules, right? I live in TX and have a dog so I should know.
