The Idea that People will go out of business if the alcohol limit is zero has very little evidence to suggest it will or won't, I'm not saying it won't affect business all I'm saying is there is very little evidence for this. An argument for setting the alcohol limit to zero is that it would stop people being injured or ever killed by there or other people's mistakes.
The problem with setting the alcohol limit at zero is that Mouthwash has alcohol in it and using it can increase you BAC (blood alcohol content). Also, food flambéed in alcohol can still have a small amount of alcohol in it which can also show up in a Breathalyzer test.
