A warrant is a court order that allows police to perform an action, like search a home or obtain a person's phone records. The government should not be able to wiretap phones with a warrant to do so. Otherwise, the government is violating the privacy of innocent citizens.
They shoudn't be able to wiretap unless the person is a criminal
The "catch" to this question is the word, "grave". This word is subject to interpretation. What is grave to some might not be grave to others.
About the same time it takes to get a warrant for a 'tap' on any communication - very little. What is required is for law enforcement to submit an affidavit to the court setting forth 'probable cause' why a particular phone should be monitored for criminal activity, and the for the judge to sign it.
Report it to the police and get an attorney (lawyer).
For the same reason they can't bug your house without a warrant. The government has no right to spy on anyone without a judge's approval.
You can be arrested and detained without a warrant. A criminal attorney can give you some help, and if you have been arrested, you should consult one immediately.
A warrant is an order for an arrest issued by the court. But many arrests do not need a warrant. If you punch someone in the face, and police are called, you will be arrested without a warrant, and one will not be needed. If say, you failed to show up in court, then a warrant for your arrest will be issued, to alert all officers that you should be arrested on sight. So the warrant itself is not the thing 'allowing' you to be arrested.
a person can, whether they should or if its legal is another matter.
Is there any risk of abuse with eavesdropping
If an active bench warrant is preventing you from renewing your driver's license in Virginia, you will not be able to get a license in any other US state without resolving the warrant. You should contact the authority that issued the warrant to get it resolved as soon as possible.

Your plea should be based on whether or not you are guilty, and not on the age of the warrant.
