No the out side fan is for venting heat away fromt he unit.

You mean the outside unit is running and blowing but the inside unit is not blowing? Shut it off! Who ain't blowing? Elaborate please..
I suppose when you say " the air stops blowing but the unit is still running" you mean the air that is blowing is not cool. If so, then the thermostat is faulty or needs to be set a lower temperature setting. If the unit blows cool for a few minutes and not cool for a few minutes, then cool again, etc. (called short-cycling), the unit is low on freon.
If your air conditioner is running outside by not blowing cold air inside through your vent, your indoor coil is frozen. You will need to turn everything off and allow the unit to thaw out.

It may seem obvious, but it can happen. As you were setting the thermostat, you could have flicked the selector switch over to "heat" instead of "cool." Without seeing the unit it`s hard to say with absolute certainty but most are air out.
Check the temperature setting is not too high so that the unit does not switch on to cool the air. If it is set normally then the unit has a fault. There are too many different reasons. But it seems your unit outside is not working properly.
your outside unit is buzzing because the low voltage control signal is activating the switch " the contactor" but your unit for some reason is not starting thus no cool air. either your circuit breaker is tripped or you may have other more serious problems. call a licensed hvac service contractor.
