Craig McCracken created the Powerpuff Girls because he wanted to come up with a new idea. Maybe he thought the idea of five-year-old superheroes looked cute. I think that the idea of superheroes was old-hat even then. There are way too many of them. If I were the one who created the Powerpuff Girls, I wouldn't make them the hostile superheroes they were. I'd make it some sort of comedy. Who can't have enough of that? A better new idea would be to become a Jewish missionary or create a related organization. If Christians seek converts, why don't Jews? Christianity grew out of Judaism, after all.
In one of the episodes of The Powerpuff Girls, the three original ones tried repeating the process that the Professor did to make them, but the fourth one does more destruction then help. She later blows up....they never speak of her again. So yes there was a fourth.
