Who has to salute a Medal of Honor winner?

I have read, but do not know for certain, that the president and all armed forces members do salute Medal of Honor recipients. However, there is no documented requirement for this gesture. We must distinguish between regulation and tradition here. There is no written military regulation that requires a senior officer to ever salute a junior officer or an enlisted man first, regardless of what award the junior holds. However it has been a long standing military tradition to render a salute first (or at least simultaneously) to a Medal of Honor recipient. When doing so, the senior officer is not technically saluting the man, but the award, in the same way that military personnel saluting a color guard are saluting the US flag and not the flag bearer. I hope this clarifies things.

Every Military Service member is required to Salute a recipient. A great example I can give is for the SSG Gunta who is currently on Active Duty. Now for information to clarify - it's not that a 4-Star General is actually rendering a salute to a Staff Sergeant, however they are rendering the salute to the Medal of Honor itself. This is taught to each every Soldier, Sailor, Marine, and Airman in Basic Training and Basic Officer School under Military Courtesy and Honor.

Technically, military service members salute the medal not the recipient, provided that recipient is not an officer. If the recipient is an officer, service members salute the recipeint's rank and the medal.

Think of it as similar to military service members saluting the flag.
