There is actually no Biblical precedent concerning church membership, member voting, or many other operational questions that arise in modern western churches. It can be assumed from the general direction of The Bible, however, that the following train of thought is perfectly acceptable, and quite probably encouraged:

1.) We must ensure that the Word is taught accurately and fully, and that our actions and policies reflect its teachings;

2.) Therefore, we must see to it that matters left for vote do not contradict the teachings of the Bible or the overall will of God;

3.) Therefore, we should be sure that those who will vote on the matter hold the Word of God in high esteem and follow Christ.

Given this, a church covenant may simply be a means of providing the church leadership with reason to trust you to take part in such important matters. It is not necessarily the only means of doing so, but as long as it is not abusive toward the members it is a fully valid one.
