Yes it should be limited by time,people should not be able to just sit around and collect welfare for 10,12,15 years as they do now. HOWEVER, as in all things, exceptions must be made for chronically physically ill, terminally ill, mentally ill, developmentally challenged, etc. ALSO, when the country suffers high unemployment during financial difficulties, you can't blame the countries' citizens!
