Sad to say, yes. If he can't say that he loves you and doesn't want to spend time with you then it's most likely over. Either that, of you just need to take a break from each other for a little while. But that usually leads into a breakup anyways. :/

I think it's different for different guys but some say that it takes as long as you've loved someone to truly get over them. So if you've loved someone for a year then it should take about a year to get over that person.
