Sad to say, yes. If he can't say that he loves you and doesn't want to spend time with you then it's most likely over. Either that, of you just need to take a break from each other for a little while. But that usually leads into a breakup anyways. :/

Sometimes in life we face certain points where our heart goes the opposite direction. Its about being the right person and not letting peope get hurt more than they should.
