A size 4 clipper blade is pretty short. You don't say how old the child is or why her hair is too difficult to manage. If you can afford it, kids cuts are usually less than $20 (Au) and your child will probably be much happier with the result. Two in one shampoo and conditioners are also inexpensive and help prevent tangles. If your little girl has very tight frizzy curls, once again I would recommend you take her to a hairdresser. At the very least, there is less chance of accidently cutting your child if you take her to a professional.
