Probably not in the winter. Dogs have their winter coat of fur during the winter (of course) and if you shave it off then they'll be frezzing if it gets any colder. You should probably only cut your dogs hair if it a shaggy dog or the fur is getting really nasty, but do it in the spring or summer.
if your dogs lives in the house and goes out for short periods of time it is ok to cut their hair short. their body temp is allot higher than ours so it wont make them sick to go potty in the cold. If your dogs lives most of his/her life outdoors then u dont want to shave them down when its cold.

In the winter you should grow your hair out and in the summer either put your hair up or cut your hair

it depends on the dog. I have four dogs. one is a Weimaraner and three collies. So the Weimaraner cant get its hair cut but the collies NEED to get it cut at least two times a year.
