No, the mother will provide them with milk, but you should provide the mother with plenty of fresh water, so that she can continue to produce milk for her pups. If the mother refuses to nurse, or she isn't properly producing you should see your vet and/or consider getting a puppy formula substitute and hand-feeding the puppies. I disagree with the first answer. At 3 weeks is when I first start to wean my pups onto mushed up dry puppy food mixed with Esbilac or canned milk diluted one part canned milk to one part water. Make sure the puppy food has been softened up so it is like mush (very very soft). Make the whole mix more liquidity than solid so that they can lap it up. I also at that age put out a small heavy crock to hold fresh water in and they will start to drink then too. Make sure they still have access to their Mom and her milk.

You should have some fresh water available for the puppies, but it is extremely unlikely they will drink any of it.
