no its beter to have more than one because if you closed the door of one room with supply air you will have not air return to the systeme so the static pressure will increase and you will have less air supply in the room!! the only big tink to take care with one air return is to be big enougt to the quantity on cfm you have in your units!!
you didnt give a model of car, but more than likely it is on the air intake tube that goes to the intake manifold.
Cold air has more density than hot air.

If you are looking for max horsepower the answer is yes. Cold air is denser and containes more oxygen which means you can burn more fuel resulting in more power. If it is just a daily driver then it doesn't make any real difference except your new cold air intake might impress the chicks.
You should see SOME inprovement. Don't expect anything drastic. Cold air is denser than warm air, therefore containing more oxygen allowing more efficient fuel burn.

The intake air temperature sensor can be found on the top of the air intake manifold. The temperature sensor should be labeled as such.
It should be in the air intake around the air filter box and the mass airflow sensor.
Should be on the air intake just after the mass air flow sensor. From the Air filter, you have a cover with a big fat rubber hose, then the big metal square Mass air flow sensor, more hose and on the side is the intake air temp sensor then the throttle body assembly
The thermostat housing is on the driver side of the motor. It is partially covered from above by the intake. If you remove the intake air supply hose from the intake and from the air filter box it should make the housing more visible. This is for the 3.4 engine.
The air intake is positioned so it can pull fresh air from the grille. This opening should be well below the location of the actual air filter so water should not be a big issue, but there are fresh air kits available to get the intake even higher.
mine did this when i first got it, your air intake is dirty, trackers seem to be very vunerable to dirt in the intake, its simple fix though, should not cost more than $30 at your local mechanic. also replace your air filters.
