You can wet the hair first before rolling it into perm rods or you can simply squirt each section about to be rolled with a water bottle in order to dampen it. The hair definitely needs to be dampened to effectively roll it onto the rods.

i would personally say after because if you cut it before, then when you perm it then the style may take on a different look than you wanted with the original cut
