In most cases, the insulation that is already in your floor will be adequate. If there is no insulation under your frame floor, we do recommend adding it.
For Concrete floors, always recommend Cork insulation. Concrete slabs absorb part of the heat generated by the floor warming system so less heat is transferred to the flooring. Heat always moves toward colder surfaces, so it goes both up & down when the floor warming system is in direct contact with a slab. But, adding a simple layer of cork between the slab & floor heating provides a "thermal break" reducing the flow of heat into the slab and allowing MORE HEAT transfer into the flooring. Installing insulation on top of slab translates into more heat, faster response times and less energy used; a wise investment. There are a few other insulation materials available, but Cork is the best choice, since it is a natural product and a renewable resource, unlike other insulating products.
Though it is not necessary it does help with noise reduction.

If there is a ceiling below the floor then you can insulate the ceiling and that will insulate the floor using traditional insulation. If you are looking to insulate a basement floor then one of the cheaper forms of insulation is called Thermo-Tech Ultra Light flooring insulation. There are other forms that you can use but this is the least expensive.

Tile is an insulator. If the tile is placed correctly over an existing wood floor and is sealed with grout, it will insulate the room it is in.

It is important if your basement is unconditioned space. If your basement walls and floor are insulated it is not so important.
If the area below is heated, there's no reason to.Insulation is sometimes used to deaden sound, but as lofts are generally open, again, there's really no reason to.
A system of payment that would be most appropriate for the shop floor employees would be a weekly or bi-weekly paycheck. This paycheck should also have the proper taxes taken out. The shop floor employees should be paid an hourly wage that meets or exceeds the Federal minimum allowed.
