ON .
When your phone is going dead, keep it on until it shuts off. Then charge your phone overnight leave it in until morning. That helps the battery on your phone.
For the first few charges - you should run it completely flat (so the phone turns itself off), then leave it on charge for at least 12 hours. That way the battery becomes properly 'conditioned'. After that - you're best charging it when it's almost out of power (red battery symbol, or warning tone etc).
It doesn't matter. I charge mine with it off, and it then comes on once it is charging. It doesn't matter though. Sometimes it'll be on and it never hurts anything.
Absolutley: the phone should still be able to receive the energy coming from the outlet when it is off. If your phone does not charge: You should probably take it to your closest phone carrier store to resolve the problem...
you turn it off, cause if you leave it on the battery will burn.
Yes. You can charge your I-Phone when it is turned off.
no
it is not recommended to use your cell phone when charging, this could cause the circuits to short. Ideally you should charge your battery when your phone is turned off
You say bye or i have to leave

Yes.
To charge a cell phone you will need either an outlet plug-in or car charger compatible with your particular model. The best way to fully charge a cell phone is to turn it off completely while charging. At the butt of the cell phone there should be a thin slot to plug your cell phone charger into. Plug the other end of the charger into your wall or car's cigarette lighter.
