A restarting of the computer will completely clear the random memory (RAM) whereas just logging off will mostly clear the RAM. From a performance aspect, restart is better than logoff.
If you're concerned about security, both are equal.

The shutdown option will log you off, shut down your operating system, and turn off your computer. The restart option will log you off, shut down your operating system, and then re-boot the operating system--similar to turning on your computer from a fully powered-off state. This is what will happen on a typical setup, almost all of the time.

Logging off prevents others from accessing your account should you have to leave your computer.
When you start your computer, go in the safe mode by pressing F2 and selecting safe mode. Go into the control panel and click on "User Accounts" and create a new account. Then restart your computer in normal way. You should log on as user and log off and then log onto the new account and there is no virus. For quite lot of time you should do the same thing and then that anti-virus software disappear.
