If you are just starting out it it probably a good idea to pay a casting agency to find you work. Once you become for known and reputable you will be finding work without there help.
If you are hiring/casting for a model through an agency, you must pay a fee for the agency's commission on top of what you plan on paying the model/talent. While paying a fee isn't mandatory, it is sometimes a good way of finding quality models and talent to choose from.

If your question is in regards to a client paying a modeling agency, the client is required to pay the agency right after the work has been performed. They will have to fill out a voucher or invoice, which is the responsibility of the model to turn in to the agency in order to start the payroll process.
Their pay is based on the pay scale of the agency they work for, thus, their base pay will be the same as anyone else on the same pay scale.

Explore Talent is a scam. With your free membership, they'll keep an eye out for general casting calls such that anyone could find. They'll notify of you one so you think it's something special. But when you call, they'll say they can't say where or when, as you aren't a "pro member". You then have to give your credit card and pay to be one. Not pay to get gainful work, but pay to hear about a possibility of work that you didn't actually need them for! It would be like a temp agency telling you that there was a job for you, but you had to pay them a fee, and when you did, they emailed you a clip from a Help Wanted ad! Remember - never pay to work!

There is typically not a fee to use the service of an employment agency for a prospective employee. I think you should have to pay provided the agency shows proof that they tried to find you a job.
