If your question is in regards to a client paying a modeling agency, the client is required to pay the agency right after the work has been performed. They will have to fill out a voucher or invoice, which is the responsibility of the model to turn in to the agency in order to start the payroll process.

What kind of fee does a temp agency generally get and who pays it?

Fees temporary agencies charge usually vary by company, but from my personaly experience it tends to be around 25%. Until recently jobseekers had to pay a fee once they were placed, but now agencies are billing clients instead. Companies utilize the temporary agency and hire consultants through them and pay the agency the consultants hourly rate plus fee surcharge. The temporary consultant normally doesn't pay any type of fee. Typical agencies get between 15 and 30 percent above the temporary worker's wages from the company who hires them. Thus, for example, if a temporary worker makes $10 an hour the hiring company might pay the temporary agency $12.50 per hour. $10 goes to the worker and $2.50 goes to the agency for their services.

Can a collection agency sue if you do not refuse to pay?

If you are not refusing to pay and you pay the debt, they would have no reason to sue you. If you refuse to pay a valid debt, they may advise their client to sue you depending on what state you are in and what the laws are there. Some states only allow original creditors to sue and not the collection agency.

If you are hiring/casting for a model through an agency, you must pay a fee for the agency's commission on top of what you plan on paying the model/talent. While paying a fee isn't mandatory, it is sometimes a good way of finding quality models and talent to choose from.

Why can a company outgrow its cash?

In some businesses, there is a sale of products and services before there is a receipt of money. Therefore, the cash flow of the business will be behind. For example, if you ran a temporary employment agency, your agency might send a temp to fill a position next week. Your agency would be required to pay the temp, say the week after. You will bill the client for providing the service but that customer may not pay your invoice until September. Thus, you will have had to lay out the cash for the temp in July but not received payment from the customer until September. This mismatching of cash expenditures and cash outlays can cause a profitable company to have a cash flow crunch.

How much does a ametur model earn in Massachusetts?

If they are represented by an agency, it will depend on the client, type of work needed and duration. There are no set pay rates for models anywhere--it is strictly on a case-by-case basis and what the agency is able to negotiate with each client. If the model is freelancing his/her services, then he/she is able to set the rate.
