Assuming that you shave your pubic hair, it could just be 2 ingrown hairs. I want to say it's not herpes because those come in clusters and are super itchy/annoying. More then likely it's either razor burn or ingrown hairs.

Sounds like you are not using a sharp enough blade. If you are using an electric (or battery) razor, try switching to a disposable razor: wet your legs and get them soapy in the bathtub or shower. This will soften up the hairs. Then use the disposable razor to shave off the stubborn hairs. Another option is to wax the stubborn hairs off or use a chemical hair remover. Not really. The hair is there for a reason and the reason is ventilation. It's easier to get yeast infections if there's no hair and you're wearing tight clothes. If you do shave leave some. And who wants to look like a 12 yo girl anyways.
