Answers vary, but many people believe that in order to grow up to be confident and independent, babies should be allowed to feel safe and secure. Leaving a baby to "cry it out" can make him or her feel stressed and abandoned. Without being secure in the knowledge that his mother will always be there for him, he can grow to be clingy and nervous, afraid to leave her to explore his world for fear that she might not be there when he needs her.
Babies cry, not to manipulate, but to demonstrate a very basic and primal need. Baby's cry and mother's natural instinct to comfort the crying baby should not be ignored out of laziness or misguided advice. In undeveloped societies babies are held by the mother or family member all day long, and sleep with their families, and never left to cry alone in the dark. Leaving babies on their own to toughen up and give up on comfort is an invention of modern society, which places higher priority on convenience than healthy and natural growth.

Why is it 15 compressions with 2 rescuers on infants?

It isn't, and this is in fact incorrect. The correct procedure for infants and children is to start with 5 rescue breaths before chest compressions are even given. Once the 5 rescue breaths have been given the normal ratio of chest compressions to rescue breaths should be given (30/2).It should also be noted that the depth should be changed to a third of the depth of an adult for child and infant casualties. And of course child-1 hand, infant-2 fingers.
