Yes most definitely! it is most important to SCARF your yard. I mean i know absolutely EVERYTHING about scarfing!.... Not really, i am just sum random chick telling you total crap. But scarfing seems pretty scientific, and i spose u should scarf your yard.But i do know 1 thing about scarfing. you must always eat it with soup

Yes you should! It should help level your yard and improve the surface!
The fertilizer should go in the topsoil where the grass and plants can use it.
If its still young it won't bloom well. I planted one in my parents yard and it took many years (6-7) years before it actually bloomed like it should. You may want to try fertilizing it next year starting in spring help give it a boost.
You need to know perimeter when you're fencing the yard. You need to know area when you're mowing it, seeding it, fertilizing it, buying it, or selling it.
