Well intentioned people for years have tried several different approaches to stop poverty. It hasn't worked nor will it ever work until someone can figure a way to stop greed. Look at recent history in Haiti. Millions of dollars poured in from all over the world. Most of it ended up in the hands of crooked politicians, shady businessmen and so on and the poor are still poor.
