The only reason they would require such a thing is that they are afraid if you keep your license it would be easy for you to get a job somewhere else or even start your own competing business. By requiring you give up your license they are attemting to lock you into your employment and limit your future prospects.
What state are you in? You don't have to worry about surrendering the lic. You can just get contracted with other companies and write with them. Your existing contract will eventually be cancelled for non-production. Or you can simply contact the companies licensing department and ask them to canel your contract.
