dont worry about that, you will still can get claw fossil after you beat the elite four. You can find it at fossil's maniac house. When you reach there, go inside. He will tell you that it is dangerous inside the hole that he dig. Dont worry, there is only a lot of ditto inside. You keep head east inside the hole till you found the fossil.
Get the claw fossil from Mirage Tower in the desert. Go to the second floor of the Devon building. One of the people will revive the fossil. Go outside and come back in to claim your Anorith. Get it to level 40 and... CONGRATULATIONS! Your Anorith has evolved into Armaldo! If you get the root fossil... you can't get the other in Ruby so...sorry.

you can revive it to get an anorith. the root fossil will give you lileep.
it is in the top right of the desert. you can choose between it and the claw fossil
To get a Lileep in Pokemon Ruby, Sapphire and Emerald you need to revive a Root Fossil. The Root Fossil can be found on Route 111 however choosing it will cost you the ability to get the Claw Fossil. Alternatively you can trade for a Lileep from another game if you've picked the Claw Fossil.
The Claw fossil
You can't. In ruby and sapphire you can only get one of the fossils.
In the dessert
I have Pokemon Sapphire, but it's the same thing in both games. There are two fossils, one is the root fossil and one is the claw fossil. The root fossil will get you a Lileep (which then evolves into a Cradily at lvl40) and the claw fossil will get you an Anorith (which also evolves at lvl40 to give you an Armaldo). Hope that helps!!
The dome fossil is only in firered and leafgreen, you can get the claw fossil or some other fossil, the claw fossil is anorith the other one is lileep.

A Root Fossil is a fossil in Pokémon Ruby/Sapphire/Emerald, and is the counterpart of the Claw Foosil. The Pokémon that it turns into is a Lileep. A Lileep is some kind of water plant and to be honest, I'm not sure what type it is but I'm pretty sure that water is super effective against it.
As soon as you give it leave the whole building go back inside talk to the guy who took the fossil to receive your very own Lileep(root fossil) or Anorith(claw fossil).
