A rain gauge is typically made out of plastic or glass. The container is usually cylindrical in shape and has measurement markings on the side to indicate the amount of rainfall. It also has a narrow opening at the top to collect the rainwater.
It's a French shotgun. Verny Carron was the maker, the shotguns tend to be well made guns.

I think those were made by Zabala Hermanos. Typical marks are *** = imp. cylinder and ****=modified. However, a gunsmith with a bore gauge should be able to give you a true answer in about 30 seconds.
Remington. You could buy it out of Montgomery wards catalog in the 1920's
