The Assad Regime and the Iraqi government are coordinating in order to try to limit the strength and disposition of the Islamic State, which is the key threat to the Iraqi Government currently. As a result, coordinating with the Assad Regime and supporting it is key to the very existence of the Iraqi Government. There is no action I can conceive of, short of putting Coalition boots back on the ground, to reorient Iraqi policy.

The Lebanese support for Assad primarily comes from Hezbollah control in the government. If Sunnis and Christians in Lebanon were able to strengthen the national army and oust Hezbollah from government power (this is nearly impossible because Hezbollah has always been more powerful than the national Lebanese Army), the position of Lebanon would probably move closer to neutrality.

North Korea is supporting the Assad Regime, but the amount of support is minimal and not really worth prioritizing. Most of the Assad Regime's current support is from Russia and Iran. However, North Korea could be convinced to ignore Syria for benefits in AID negotiation come March.
