He's right behind a few trees near the way to Astro City in Fright Fest. Then You can't talk to him so you go see a kid that knows how win a toy for him and then he'll give you a hat. Wear it even if it looks stupid. Then you'll give Merman the the package and run along to the mailman. He'll give you Planting Pete's package and in return for his package pete'll give you a shovel. Dig up the X's with it and use it for the giant egg in Astro City.
