no because a solid cannot move as much it could only vibrate, a liquid can/could move more freely and tumble

ex" if you take a cup of water or a half dranked water bottle if you swirl it a little it moves but if i have a ice cube it melts slowly

2ex"they do have da same particles but different strengths also one is tighter than da other
