Several items of poetry, wisdom and prophecy of how God would put right man's wrongdoings. Then some history of 1st century life under Roman occupation and how God's promise came true in the person of Jesus, followed by a description of the activities of the early Christian church. Finally, teachings of early church leaders and a description of final judgment with an attempt to describe the eternal reward for the faithful.
They both are books. Picture books do not have to be anything except pictures. There doesn't have to be a plot of any kind. A novel usually has a plot. Some picture books have character(s) and a plot. The only similarity is they are both books.
