Honesty is the best policy in situations like this. Be kind to him and tell him that you don't feel the same way about him and that you'd appreciate it if he'd let you get on with your life. Friendship in this case is out of the question as he loves you and it will just make things more complicated. If you bump into him smile and be pleasant, but nothing more. It is never easy to tell someone you don't love them, but worse if you say nothing and that person feels they still have a chance with you when they don't.
