I'm not sure exactly when it started, but I would say it originated in European countries like Romainia. I knew a man who was born and raised there, and he would always sarcastically tell his son, "you should be a shoecobbler", as if the job didn't require much intelligence. However, I do know from personal experience that the job of a shoemaker cannot be done by just anyone. I have had shoes repaired so poorly I couldn't wear them and others repaired in another shop that looked brand new! Europeans are class-concious societies and shoemakers must generally belong to the lower class and are therefore assumed to do everything poorly... a shoemaker job.
