There are different specifications. Is this new oil or used oil? What type of oil is it? There are at least 3 classes of insulating liquids. I will assume that this is for new Mineral Oil such as Diala-A. Here are the minimum requirements from NETA ATS 2007: Dielectric Breakdown (ASTM D877) = 30 kv Interfacial Tension (ASTM D971) = 38 minimum Neutralization Number (ASTM D974) = 0.015 maximum Water Content (ASTM D1533) = 20 ppm maximum Power Factor @ 25C (ASTM D924) = 0.05% maximum Power Factor @ 100C (ASTM D924) = 0.40% maximum Color (ASTM D1500) = 1.0 Again if it is a different class of insulating fluid there will be additional and/or different limits.
